What Is a CP12 Gas Safety Certificate?

A CP12 certificate — also known as a Gas Safety Record — is the official document that proves a Gas Safe compliant engineer has inspected all gas appliances and fittings in a rental property. For landlords, it's not optional.

What does CP12 stand for?

The CP12 form number comes from the CORGI Proforma 12 — the original gas safety inspection record from the days when CORGI regulated gas engineers (before Gas Safe Register took over in 2009). The name stuck.

What does the inspection cover?

A CP12 inspection covers all gas appliances in the property, including:

Boiler (combustion analysis, flue, safety devices)

Gas hob or oven

Gas fire or decorative fire

Any other gas appliance installed in the property

Gas pipework and meter connections

All flue terminals

Each appliance is assessed for safe operation. Where defects are found, the engineer classifies them:

**Immediately Dangerous (ID):** Appliance turned off at source — gas supply to that appliance must be isolated.

**At Risk (AR):** Issue requiring remedial work within a defined timeframe.

**Not to Current Standard (NCS):** Doesn't meet current standards but not immediately unsafe.

Who legally needs a CP12?

All private landlords letting a residential property in England, Scotland, or Wales that contains gas appliances or a gas supply. This includes:

Standard residential lets

Houses in multiple occupation (HMOs)

Holiday lets (if gas appliances are present)

If your tenant pays directly for gas, you still have the obligation — the legal duty rests with the landlord, not the tenant.

How often does it need to be renewed?

Every 12 months. You must provide a copy of the current certificate to each tenant within 28 days of the inspection. New tenants must receive a copy before they move in.

What are the penalties for not having one?

Failure to comply can result in:

A fine of up to £6,000 per appliance not inspected

Up to six months in prison in serious cases

Invalidation of landlord insurance

Civil liability if a tenant is harmed
